Access to driver's licenses for immigrants without status will begin on May 1st, 2021 for those who have an ITIN or are willing to get a letter of ineligibility for an SSN from the Social Security Administration (SSA).

 

To obtain a New Jersey driver's license, permit, non-driver ID card or boat license, you must prove your identity by passing the 6 Points of ID Verification. You must show:

  • At least one Primary Document
  • At least one Secondary Document
  • A verifiable Social Security Number (SSN), or Individual Tax Identification Number (ITIN), or a letter of ineligibility for an SSN from the Social Security Administration (SSA)
    • *Please note that the Motor Vehicle Commission (MVC) has introduced amendments that will remove the SSA letter option and replace it with an affidavit for individuals to attest to their ineligibility for an SSN, but this amendment has not yet been adopted. 
  • If you are ineligible for a Social Security Number or do NOT have an ITIN, then a signed affidavit provided by MVC 
  • Proof of address

All primary and secondary documents presented must be valid and current, or expired for no more than three years.

Any document provided that is not written in English, must be accompanied by a certified translation.

Each applicant must present for inspection one acceptable proof of principal residence document, which may be, but is not limited to, the following:

(Note: Photocopies are not accepted. Customer-provided printouts are accepted.)

Utility or credit card bill issued in the past 90 days. (mail addressed to a P.O. box is not acceptable)

High school or college report card or transcript within the past two years (must contain address)

If you are under 18, we will accept a written statement from a parent or guardian that certifies you are living with that parent or guardian along with a copy of their current driver license or non-driver ID

First-class mail received from any federal, state or local government agency in the past six months

A property tax bill, statement, or receipt issued within the past year

Any letter or correspondence (including tax bills) received from the Federal IRS or any state tax office within the past year, including a New Jersey income tax refund displaying applicant's address

An original, unexpired lease or rental agreement with the name of the applicant listed as the lessee or renter

A checking or savings account statement (bank or credit union) issued within the last 60 days

A certification, verifying the address of an applicant under 18 years of age who does not have his or her own proof of address verification, from a parent or guardian

A deed or title to real property displaying applicant's name

Original, current, unexpired lease or rental agreement displaying applicant’s name

The MVC also provides an alternative proof of address exception for victims of domestic violence provided through the New Jersey Address Confidentiality Program; and a proof of address accommodation that is provided to persons who are homeless, which will now be accepted for a license as well as a non-driver ID.

W-2 form issued within the past year

ITIN card (no copies or laminations)

Pay stub (must include full name and full Social Security number) issued within the past year
